With the face to face with the legal vacuum that arose after the abolition of the 2012 constitution, composed by Bashar al-Assad's regime, the legal committee on the composition of the constitutional declaration stated the need to develop a constitutional declaration regulating the transitional period and directing the state towards stability and restoration, but not being a replacement for a permanent constitution.
The committee indicated that the constitutional declaration will obtain its legitimacy from the National Dialogue Conference and the Victory Conference, where the various categories of the Syrian people agreed that the undeniable existence of a legal framework regulating the transitional period, determining the foundations of governance and guaranteeing rights and freedoms.
In more detail, the committee emphasized: "We, the legal committee, bear responsibility for developing the draft constitutional declaration after studying the key principles and articles that must be included to ensure the well-being of the country and conform to the requirements of the transitional period."
During the leak of information, it is reported that the president of the country is appointing the People's Council within 60 days from the moment of the publication of the constitutional declaration. The People's Council will consist of 100 members, taking into account a fair representation of different components and qualifications, and its term will last for two years.
