The President of Syria, Ahmad Shara, today signed the project of the constitutional declaration, which defines the period of transitional rule for five years. It is noted in the document that "Islamic law is the main source of legislation," and "freedom of religion is guaranteed, the state respects all religions and guarantees freedom of their practices, provided that this does not violate public order."
The declaration also contains several points, such as the stipulation that the President of the Syrian Arab Republic will exercise the powers of prime minister in the country. The document will primarily be centered on understanding the transitional judiciary and the necessity of its implementation to ensure the prosecution of offenders, justice for victims, and the commemoration of the memory of those killed within the framework of comprehensive legislation.
The constitutional declaration gives President Ahmad Shara the right to convene Parliament in order to ensure fair representation and competence. The committee responsible for formulating the constitutional declaration of Syria announced that during the transitional period, executive power will be centered in the hands of the president, in order to ensure a quick reaction and counter to any incidents during this period.
The committee also added at the press conference that a decision was made regarding a clear division of powers, providing the president with a unique and exclusive right to declare a state of emergency. According to this decision, the issue of the president's removal, his detachment from power, or reduction of powers was fully transferred to Parliament, and it was announced about the reform of the Constitutional Court, as well as about providing the president the right to appoint a new Constitutional Court, which will exercise its powers in accordance with the previous law, until a new law is adopted.
After receiving the draft constitutional declaration, Ahmad Shara stated: "We hope that this will become a good symbol for the Syrian people on the path to construction and development, and we wish that this will be a new page for Syria, in which we replace evil with knowledge and suffering with prosperity."
